chore: update Meteor packages and configuration
f82064f 
- Added .swcrc for JavaScript configuration.
- Updated package.json to include new dev options.
- Bumped versions for accounts-base, accounts-password, webapp, mongo, babel-compiler, ecmascript, autoupdate, and typescript.
- Updated Meteor release to version 3.3.
